About:Chinese Embassy in Cyprus

Are you sure that Cypriots don't need visa for Hong Kong? i will travel via Dubai by the way.

Yes, you are exempted from it to Hong Kong for 90 days, you can refer to http://www.immd.gov.hk/en/services/hk-visas/visit-transit/visit-visa-entry-permit.html for details.
