About:Chinese Embassy in South Korea

I'm confused does this mean as a Canadian tourist I cannot apply for a Chinese visa in Seoul?

Yes, ARC valid for 6 months for Korea is required if you apply Chinese visa there. If possible, you can try to apply in Japan or in HK instead.
