Can an overseas Chinese go to and stay at Mainland China without a Chinese visa?

I know this is stupid, but I really really need to address this thing. So here is my question: Can an overseas Chinese (carrying PRC Passport) go to and stay at Mainland China for a long time without a Chinese visa?

Yes, sure. But keep in mind that if he/she has already got "Green card/permanent residence permit" of a foreign country, it is required that he/she should apply from Chinese embassy/consulate in advance if he/she plan to go back China later from July 1st, 2013.

I mean, what do I need to apply for when going back to China on July1? Are you referring to a 'HongKong visa' or a 'HongKong entry permit'? Kindly respond.

No, this is a newly-issued policy for oversea Chinese with foreign residence permit. They are required to apply for a permit for China if they need to settle down in China. If for family visit or tourism only, they can enter with their Chinese passport.
