Beijing visa free transit

Does this itinerary Los Angeles- Hong Kong- Beijing- Hong Kong- Kathmandu qualify for three nights stay in Beijing for US citizens?

No, this itinerary is not qualified for 72 hour free transit policy. You should apply for a visa in advance.

Just to clarify that Hong Kong is transit only on both times, to and from Beijing? Will it change the requirements?

I am afraid it's impossible according to the rule.

This regulation does not apply to passengers who travel on round trip flights (e.g., Hong Kong - Beijing - Hong Kong), which means the destination and place of departure can not be the same. That is to say, only those who make transit through Beijing Capital International Airport to the third country are eligible for this policy.
