Want to renew my passport.

Dear sir/Madam ,

I basically have two question .

1 - I am in currently in china and i want to extend my passport validity for at-least 5 years . Can it be done while residing in china and whats the procedure .
2- I want to apply for German visa from china , is it possible too .
