About:Chinese Embassy in Philippines

I want to apply for a resident or permanent visa in China? I want to stay with my relatives.

I want to learn cantonese and mandarin and hopefully find a wife there! Is it an acceptable reason to apply for that particular visa?

It is impossible for you to get a permanent visa. But if you want to stay with your relatives, you can apply for a family visit visa with longer duration or a residence permit from the local PSB. The reason you list here is not acceptable to my mind, if you prefer to learn Chinese in China, you can try to find yourself a school first, then apply for a student visa X.
