What is the significance of the Small general on display?

At the terracotta showing in Minnesota in January 2013, a terracotta commander, presumably a general, was only about four feet tall while all other soldiers were normal size.

As I know, the soldiers unearthed are all normal sizes. Perhaps the small one is a replica of a popular general.

The popular general is around 4 ft. and there is an anecdote about him. There was one state in China that thought of making fun of the general's height, so when he went there for a diplomatic visit, the host state asked him to enter the small door opening of the gate. The actual big gate was not opened in his honor. He asked the guards on duty if what he is entering is a dog's country. The guard. of course, said no. Then the general asked again why he is being asked to enter a dog's entrance. The guard then opened the entire big gate.
