Can I change my tourist L to a student F or residence permit at the Public Security Bureau?

Hi!
I've been accepted at Shandong University in Jinan, but I will not receive JW-202 and Admission Notice in time, so I have no choice but to apply for a tourist visa.

Is it possibe to change my tourist L to a student F (I will stay less than 6 months) or residence permit at Jinan Public Security Bureau, or do I have to go to Hong Kong ?

Do you have some advice for me for when I will go to the Public Security Bureau?

Generally it is ok for you to do this within China if you get required papers for F visa. Confirm this with your university first. It is not difficult for you. Go with a Chinese as translator or any university staff when you visit local PSB.

The university says I can't go to China on a tourist visa, I don't know why.
But this is my last chance, as my flight is in less than two weeks, so I have to try it!

But if you can receive JW202 and the Admission Notice before flight, better apply for F direclty. This is the correct procedure anyway.
