About:Chinese Consulate in Melbourne

Can I go directly to the Office, 534 Toorak rd Melbourne and submit an application for a visa

This would save the processing fee charged by CVASC at 570 St Kilda Rd Melbourne!
Or every visa application must go through CVASC ?

No, Chinese consulate in Melbourne only accepts application from applicants holding diplomatic and service (official) passports or eligible for applying for China's diplomatic, courtesy and service visas, or those applying for a visa/entry permit to the Hong Kong/Macau Special Administrative Region of China. The CVASCs in Australia are resposible to collect application from ordinary passport holders.
