If your brother will stay in Hk for less than 14 days, he may enter Hk with his passport, return air ticket and financial proof such as bank statement.The return air ticket is required to verify the length of his duration, while the supporting letter is to prove he has enough funds to cover his duration or he has a sponsor in Hk.The application form can be download here https://www.travelchinaguide.com/embassy/visa.htm
