Can I change my L visa to a F student visa / X visa or residence permit ?

Hello,

I've been accepted in a Chinese university to study for a semester. However the university sent me the wrong documents (they forgot the JW-202) and need to reissue them, but I won't get the right documents in time, because I fly to Beijing very soon. So I've been thinking to apply for a L visa, and then change it into a F/X student visa or a residence permit at the local Public Security Bureau (in Jinan)., explaining that I had no other option than coming on a L visa because the documents for F visa weren't ready in time.
Do you think it is possible ? If it isn't, would it work if I went to Hong Kong to do it there?
