Hi, this policy applies to direct transit to catch the connecting flight only. If you hold two separate tickets from Singapore to Shanghai, then Shanghai to Holand, you may need to apply for a China visa in advance. Anyway, it would be advisable to contact the airlines or the Pudong Airport for more details. Email: shairport.com|media Tel: 96990
