Philippines Passport holders - Do I need to apply for a China Visa in Manila before going over?

Dear Sirs,
I am a Filipina holding a valid Phil. International Passport. I intend to visit Guangzhou, China to meet my Singapore husband over there. I intend to stay there only for 21 days with my husband and return to Philippines.
