Can I bring in a 3L box of red wine in luggage?

1.5 liters of alcoholic measuring above 12 degrees are duty-free when entering. More than the limited amount needs to be declared and a certain mount of duty needs to be paid. If it is beyond the limitation, you have to pay about 100 RMB for every 750ml.

The wording on the customs form says that the limit is 1.5L over 12 degrees. That would imply that there is no limit on alcohol under 12%, correct?
