Could you advise on this sentence please

Processing Time
General:
5 working days (applications that do not have to be related to the Macao Immigration Department)
Approximately 3 weeks (applications that have to be related to the Macao Immigration Department)

Hi, that means the application may need to be sent to Macao Immigration department for approval, thus the processing takes longer.
