CAN I APPLY A KOREAN VISA ON-LINE?

I am holding an Indonesian Passport with a Permanent Resident of New Zealand and was granted a Korean Tourist Visa a couple of years ago with my Previous Passport.
Now I have a New Passport, can I apply a Korean Tourist Visa via email (on-line)? as I ever read a news from 'Hi-Korea' website that we can apply on-line FOR A SECOND VISIT TO KOREA and also it will be easier for me to apply on-line as I am residing in China.
