Do I need transit visa at Shanghai where getting down for flight change only on way to Chengdu?

Am travelling to Chengdu from New Delhi via Shanghai on Indian Passport. There is a flight change at Shanghai with 2-3 hrs gap. Do not intend to move out of airport.
