As a student in China, I know the students have holiday around from the 15th January to the 24th February ( this is what I have in a Xi'an University).
The holidays for most Chinese are from the 9th to 15th February for the New year.

I really don't think during your period in January, tourist places in such huge touristic cities as Macau or Hong-Kong will be closed, cause they are big cities first and cause it's not yet the holidays for most chinese.
Places to visit or to party in Hong Kong will for sure be opened.
