how does the Chinese plan and schedule the construction of great wall ?

The wall was first built by protecting the invaders from other contries, so there is not such a detail plan for constructing it.
For the schedule, there is not a specific one. It was built by every dynasty for protection until Qing Dynasty. The sections you see now were mainly built in Ming Dynasty.5
