CHINA VISA FOR US CITIZEN

Hello. I will be travelling to Beijing in mid-February 2013. I am a US Citizen and am currently travelling in the Central America region. Would it be possible for me to apply and obtain a Tourist Visa at the Chinese embassy in San Jose Costa Rica? How long would it take?
