Seeking visa in another country

I am traveling from Beijing to Addis on official mission. I will meet with my wife in Addis and travel back to Beijing together. We will look for China visa for her in Addis as I already have a multiple entry Chinese visa. Can this be done? (note: there is no Chinese embassy in the Country where my wife is traveling from.
