About:Year of the Sheep / Goat

can Libra ox and saggitarius sheep can be friend or couple or better off stranger?

I want to know if this pair can have a relationship that will work or just a short term friendship.

In Chinese astrology, these two pairs have to work a lot if they want to stay together, whatever becoming friends or couples.
You two have opposing sensibilities. The biggest problem is that the Sheep may think the Ox is uncreative and the Ox may think the Sheep is too unusual. So if you can understand the other and accept its negative points, things will go smoothly.
