Sanya Railway

I'm doing a reaserch on Hainan Railway. Some articales say the Western Ring Railway is part of Yuehai Railway and is currently in use. But some say the Western Ring Railway is under construction. I'm a bit confused....is the "under construction" one different from the one which is part of Yuehai Railway??? The Chinese websites are so messy and I am unable to find an answer......Thanks for your help in advance!
