Can a non-Ukrainian apply for a Chinese business visa in Kiev

I am an Irish national working globally. I am in Kiev and will be here for another month or so. I want to then go to China again, but my business F visa has expired. I have a letter of invitation from a Chinese firm. I usually get my one year multi-entry in London. However I will not be able to get back there before my next planned visit to China. Am I permitted to apply for my new multi-entry F at the Consulate/Embassy in Kiev?
