Senate Dr. Zaid Kilani is planning to visit China to attend a conference 1-3 Feb. 2013

does he need to present himself to the embassy or I can send our driver
what documents are needed (other than passport, photo, hotel reservation, registration to the congress, flight details)

Your driver can handle this on his behalf if he do not want to go in person. You need further prepare one completed Visa Application Form, an invitation letter from the host company or unit in China.
