Yes, your application should be lodged into the embassy in Washington DC. This can not be done online. If you can not go in person, you can entrust somebody else or travel agents to submit the application documents.

Thank you for your responding. I want to verify one thing please. Many people are telling me I can use an online service and pay a little more to have an online service file my papers. Is this true and if it is can you steer me in a direction to find one? Thank you.

Dear Deb, as for as I know, Chinese embassy in DC does not offer online application or mail application. If you can not go in person, you'd better entrust someone else or a travel agency to handle this.
