We are considering a river trip on the Yangtze either April or August.  When would be the best time weather wise and what weather would we expect at either time?

It will be cool and pleasant during April for the river trip. The temperature at the sites for the cruise is generally about 15~23C. While it will be very hot during August since the temperature is uaually about 25~34C at that time. The ultraviolet radiation is also strong during August. Therefore, April is a better choice.
