No, it is not true. You can try to apply through Chinese embassy, or send application directly to Macao.

are there any agent in china who can help me to do the visa. I can't physically go to embassy. I wish to do mail and apply for it.

if you can not go in person, you can pass your applicaiton to a travel agency or a friend in Nigeria. This can be done by mediator.
