About:Chinese Consulate in Vancouver

should I come to Consulate to nateraize the paper ? or Visa office handle them ?

since there is 2 diffrent address and what paper do I need to bring ? I live on Vancouver island , need take air plan to come Vancouver , hope 1 trape can be done .
I am Canadian for last 25 years , I was born in China , have birth certificate in Chinese , Now my Mother in Beijing had a strock , she no longer can speek and eat by herself , so she no longer can make any decision or no capability to act on any eamily matter , I will agree that my sister will make all decision in law matter.

I think you have to go to the consular office of the consulate-general of China in Vancouver to notarize the paper.
