About:China Transit Visa

CAN Transit Visa

Ok, so no visa if staying in the airport less than 24 hours. I assume this is a zone outside of the immigration checkpoint but still within the airport. My question is: once you pass through immigration and get a transit visa to enjoy the lovely airport area beyond there, what is to stop you from leaving the airport and going into the city?
I may book a 23 hour layover at CAN and would like to visit the city without paying the $XXX fee for a tourist visa. Is the main issue that I may get caught outside the airport without it?

Hi, if you have a 23 hours layover in CAN and want to go out to the city, you can apply for a stay permit at the airport with your passport and ticket. Don't worry, it is free of charge.

And would that still apply if I went with just a 9 hour layover during the daytime?
