Can a french to apply Z visa out of France?

We have just hired a french in Shanghai. We already have the invitation letter and work permit for him. But we were being told that the Z visa can't be issued in HK again. So is it necessary for him to go back to France to make the Z visa? Can he make it some other CVASC in Asian countries e.g. Singapore instead?

Hi, it is true that the visa policy is strict with French passport holders. As I know, if applying in Singpore, they should apply in person with finger prints verification, a valid Singapore permit (WP/PR/P1/P2/EP/STP/SVP/DP etc.) or Embarkation Card. So, he may need to go back for Z application.
