Will there still be activities to do at the end of February. I can only come the 16th-22nd.

Well, I am also a bit confused . The festival usually lasts for over one month. According to this, the next Ice and Snow Festival will end in early or middle Feb. But some reports say that the festival will last for a long time, may be to the end of Feb or early March, including some business or celebration activities etc. If you really want to enjoy the festival, better reschedule your plan and go there earlier.  Anyway, it is just my suggestion.
