csc application to Jiangsu University of Science and Technology

Is it mandatory to provide a guarantor in China. I have tried opening the english version of the website of the Jiangsu University of Science and Technology but it seems not to be working. What are the prerequisites for studying Marine Engineering Jiangsu University of Science and Technology? What address (both mail and e-mail) do I send my CSC application to. Please help me out
