shopping in shanghai or hangzhou for winter wear in mid Dec

For hotels and shopping in general, shanghai or hangzhou is cheaper?

In my opinion, Hangzhou has cheaper winter wear than Shanghai. In Hangzhou, you can go to Yizhijia Shopping center near West Lake Times Square. For the hotels, you can find express hotels near the shopping center such as Home Inn
