how to proceed Macau visa for Vietnamese passport holder who live in Jakarta?

hi, I have a boss who hold Vietnamese passport and live and working in Jakarta. China Embassy said that they dont accept any macau visa registration in Jakarta. So how can my boss get her macau visa since Vietnam is one of the country should prepare visa when they want to visit macau.
