What is the difference between president and VIP seats? Are they sheltered?

How many seats are available for president and VIP seats types?

Generally, the two seats are more comfortable than the usual seats: you can get free food and drink by taking the two kinds of seats. The president ones are more like a private room.
Of course, theya re sheltered.
16 VIP seats are arranged for one train. I'm not clear about the number of president seats.
