Can I apply for China visa while traveling in Lisbon?

I have an Indian passport and will be traveling to Lisbon, Dresden, Tokyo and finally to Beijing. I did not have enough time to apply for China visa in India as they were not accepting applications for urgent service due to backlogs. Can I apply for China F visa while in Lisbon next week?
