can a foreign student in Ukraine apply for a china tourist visa?

Hi, Good day to you.i am not sure if this is a valid email of the Chinese embassy in Ukraine but i write this letter with hope that it is. i have been trying to get hold on any representative of the embassy but something seems to be wrong with the phone numbers. i wanted to find out if i can get a tourist visa in Ukraine here because i am a foreign student here (from Nigeria to be precise) and want to spend my Christmas holidays in china. i had a friend that applied for a student visa last year and was told to go back to Nigeria to apply because he`s a student here already. i wanted to know if the same applies to me. Please, i do not have the luxury of going back to my country to apply because i cannot leave my schooling to go back home. i will be very grateful if my questions are answered.
