Can I submit a VISA application for someone?

A few family members and I are travelling to Beijing next month and my sister who lives in Oregon is not able to come in because she doesn't have a local consulate to go into. When those of us come in to get ours, can I submit her application on her behalf? If so, what will I need to bring?

Yes, if she lives in Oregon, you can submit her application together with yours to the conulate in San Francisco. Documents needed are the same as yours. Letter of Authorization is not required.
