Guilin weather and public toilets questions

I'll be going there on 21st October 2012 for a week. Please let me know if the weather is cold and do I need to bring warm clothing, or would summer clothes and jeans be enough?
Secondly, are the public toilets in Guilin, Yangshuo, Lijiang, Nanning clean? I am worried that they are dirty, and will not want to drink too much water for fear of needing to use the public toilets.
