Actually, the best time to visit Jiuzhaigou is around September to October. In February, the scenery will not be as beautiful as its best time.

February is a great time to visit. Some of the lakes and waterfalls are frozen creating spectacular scenery. There are very few tourists around and everything from flights, accommodation to park entrance is heavily discounted.0

If you can tolerate cols weather the answer is yes. It's also less crowded in Feb.0
