Chinese tourist visa to China for christmas

My husband and I both have live and work here in Japan. We are planning to go to China for christmas. I'm just wondering whether can my husband apply the visa for me or should I apply it myself. My American colleagues told me that I need to go through the travel agency. But we are both British, so would that make any differences. Please advise.

Except for oversea Chinese, aliens with long-term residence permti of Japan, spouse, children and parents of Chinese citizens, other applicants from third countries should do the application through travel agencies.

You hold Japan Alien Registration Card, right? if yes, you can apply visa in person from Chinese embassy/consulate. You can handle applications for your husband as well.

Yes. OK, that's a good news because my colleague (American) said that we need to go through travel agency.
