Rush service for German Passport holder

Hi, please advise for my husband is a German Passport holder applying z visa this coming September in Singapore as I am Singapore passport holder. Is Rush service also available for German national.

As we last visited your visa office recently in August a notice indicated since June 2012 Rush Service is not applicable to EU passport holder. Kindly advise so we can plan the return trip accordingly.. Many thanks.
