Capitol One Credit Card?

My son attempted to pay Vanguard in Yanliang (Xi'an) with a Capitol One Credit Card, acquired specifically for use in mainland China. They wouldn't even swipe it, saying that it wouldn't work. This was in a check-out lane that 'accepts credit cards'. Any guess as to what the problem is?
