There seems no Indian restaurants closest to Shanghai Fu Ren Timber Market. If you really want to have Indian food, you'd better go to the city center area to look for. In the above article, you can find so many nice Indian Restaurants.

How long does it take by taxi in the rush hours from Shanaghai Fu Ren to downtown where the hotels / Indian restaurtants are. Also which are say the nearest 3-4 Indian restaurants to each other, in order that I can find a budget hotel (say $50-75 including breakfast) around this location nearest to 3-4 Indian restaurants. Could you please name a few hotels for me to check out for this value of $50-80 including breakfast?)

It is hard to say how long it will take from the Furen Market to downtown, maybe about 50-60 minutes.
Most of the good Indian restaurants are in the downtwon, but it is a little bit hard to find a hotel that is so cheaper with a breakfast. In the city center, the house price is alway expensive. I know a cheap hotel near Nanjing West Road, which is close to the Indian Restaurants, but they do not provide the breakfast. Its name is Shanghai Langge Business Hotel on No. 661, Wuding Road.
