Generally speaking, there are so many places and attractions in China. Different scenic spots show different scenery in diefferent seasons. So it is hard to exactly tell you the best traveling time to China. Anyway, from March to May, it would be a good time to enjoy the spring scenery, especially in some natural scenic spots, such as some national forests.
And in Sep. it may be a good time to experience the good time at beach. Aperat from that, the best time to travel to Taiwan is so distictive, from Nov. to Apr. of the next year.
