I am a filipina working here in Cambodia and i wanna visit my friend at the same time to have a tour in China this coming December for 2 weeks.

You may just apply for  China tourist visa from the China embassy in Cambodia. I think you will stay at your friend's when you are in China, right? Then you have to ask your friend in China to provide you an invitation letter and copies of his/her passport and Chinese residence permit or (his/her Chinese ID card) as assistance of your China visa application.
