Philippine Passport for VISA free 23 hour layover in Bejing

Is a Philippine passport holder entitled to a VISA-free stay in a hotel in the airport vicinity. He has 23H 20M layover in Bejing. His onward flight is for Amsterdam.

If he will not leave the airport, no visa is required. But if the hotel is outside of the airport, let's say the transit area, she needs to apply for a transit visa in advance.
