Can he process his passport in china if he is a Canadian and his working in Shanghai?

he wants me to stay for 3 months(90 days)..hmmmmm can he process his passport in china if he is a Canadian and his working in Shanghai?...And how long would it take?...is there any rush passport processing?..THANK U

Normally, it takes 10 business days, and there is 24-hour rush service, but you have to submit the application in person and pay an additional fee of C$70.
