When does chinese new year celebrations begins? which is the best time for tourists??

The New Year starts from the first day of the lunar calender, which usually falls in the Feburary.
I do not think it is a good time to visit China, because it is the peak time of returing homes. Thus, the transportation become a big problem. If you really want to enjoy the festival, I advise to come in advance to wait for it.
